For orchard, it is more for the high-end goods and merchandise. Orchard has department stores, high end brands like louis vuiton, prada, burberry etc.
As for city hall, it is easier to go to other malls like raffles city, suntec city and the esplande. They do sell stuff for tourists like city hall's mall(Raffles city) has MAC,a department store, topshop, mango, etc. They also do sell other branded goods there.

Both orchard and city hall have good food too.
For orchard, I would recommend you to go to piquenique at Ngee Ann City(near takahsimaya) as well as din tai fung. I would recommend you to explore the upper levels of Ngee Ann city or takashimaya's basement for their wide selection of food.
City hall,I would recommend you to explore raffles city's lower levels for their wide selection of food. over 7 years ago

i take your question is about entertainment, shopping & sight-seeing?

if that's the case, definitely orchard!
orchard road is the highlight prime entertainment area in singapore. you can shop at branded and high fashion boutiques, see the architecture, meet the people, have a good meal at the huge array of food choices, and soak in the sights!
anyhow, you should walk from orchard to somerset to dhoby ghaut and even all the way to city hall! they have so much to offer and since singapore's so small, walking isn't a big deal. it's a great way to see the heart of the city and the many malls you can visit from walking from orchard to city hall! over 7 years ago
