Of our whole trip this has me the most freaked. We've heard that the taxi drivers are unscrupulous. How much should it cost to get to a downtown hotel.

Just get an Uber. Cheaper and safe. I'm not sure if it was banished in Greece. If it was try Beats. If not you can hire a shuttle service on the internet. Or get the train in front of the airport station. Cost is 10 euros and it's going to drop you off next to your hotel, because all hotels and Airbnbs are a walking distance to the Akropoli. 6 months ago

I was just there 2 weeks ago and took the X95 bus from the airport to Syntagma Square (the last stop, and within walking distance of most hotels). Super easy and takes about 45 minutes. Head out from baggage claim and there are two windows where you can buy your tickets, I think it was 6 euros per person, then just get in line at the sign post for the X95 bus. 6 months ago
